ABOUT US

How was the Coalition created?

The EMDE Public Markets Coalition (PMC) was launched in June 2025 at the Fourth International Conference on Financing for Development (FFD4) as a Sevilla Platform for Action (SPA) Initiative proposed by the United Kingdom.

The Coalition was launched by co-implementers, the governments of the United Kingdom and Norway and the African Development Bank.  Endorsing institutions include the Governments of the Philippines, Switzerland, the Netherlands, and New Zealand; the Inter-American Development Bank; the Asian Development Bank; the Centre for Development Finance Studies (CDFS); and the Organisation for Economic Co-operation and Development (OECD).  

OUR MISSION

The Public Markets Coalition unites donor and developing countries, MDBs, DFIs, and public capital market practitioners to advance public capital markets as a core tool in the development finance system to scale efficient, transparent capital mobilisation. 

Leadership Approach

Who leads the Coalition?

The Coalition was created to be partner-led, while remaining technically grounded. 

The Centre for Development Finance Studies (CDFS) hosts the Coalition Secretariat and is responsible for day-to-day management and delivery. 


A Steering Committee composed of core co-implementers and members provides strategic direction and oversight. The Committee meets quarterly to set priorities, review milestones, evaluate technical outputs, and ensure alignment between partners.

Government Shareholders

Implementing Institutions

Multilateral Development Banks and Development Finance Institutions (MDBs/DFIs) that sit at the frontline of capital mobilisation and market development. These institutions bring origination capacity, balance sheets, and market credibility needed to connect development opportunities with investors. Partners include, among others, the African Development Bank, Asian Development Bank, Inter-American Development Bank, and British International Investment.

Cameron Khosrowshahi

Chairman

Formerly Managing Director at Prosper Africa and Director of the INVEST initiative, Cameron brings extensive experience leading multi-stakeholder coalitions and mobilising institutional capital for development. He has overseen initiatives that mobilised more than US$1.7 billion in institutional commitments and is a graduate of the Johns Hopkins School of Advanced International Studies.

Mira Ivanova

Senior Associate

Mira is a Senior Associate at CDFS, with prior experience at KPMG, PwC Luxembourg, the European Commission (DG ECFIN), and PRIO. She holds degrees in Economics and Political Science and specialised training in climate and renewable energy finance.

Wuraola Okuwobi

Associate

Wuraola is an Associate at CDFS and a PhD candidate at the University of Exeter. Her background spans private equity and consulting at GEF Capital Partners, PwC, and Andersen. She holds a Master’s in Finance from the Stockholm School of Economics and a degree from Georgetown University, and serves on the board of Green Growth Africa.
